Ah, he's taking lessons from the Borg Queen.
Kenny looks a lot like William Morgan Sheppard these days, who played "Blank Reg" on the old Max Headroom series, had a couple roles on Star Trek here and there, and other places. http://www.imdb.com/name/nm0792003/
